The evil eye is popular terminology within witchcraft but the meaning can vary. The definition can be anything from an actual physical stare, designed to frighten or to send negativity toward the object of intent or it can be indicative of more serious magics. The symbolism of the eye suggests that the worker of the spell is constantly watching and this can therefore imply a longevity to the spell.
Its important not to get too hung up on the fact that not every time somebody fixes you with a nasty stare they are giving you the evil eye. I quite often glare and glower at people but I certainly don't go around putting the evil eye on them. Don't see negative eye contact as a definite indication of curse work, chances are that it probably isn't.
However, if you do genuinely feel that somebody has placed the evil eye or indeed any aggressive working on you there are things that you can do to free yourself of the spell. The first would be the very simple purifying salt bath. Immerse yourself in the bath and focus on the negative energies leaving your body and being absorbed into the water. Take the plug out of the bath and let all the water drain around you down the plug hole. Visualise the intent toward you flushed away with the water. You could also add traditional curse breaking ingredients if you felt them necessary - an infusion of agrimony has strong curse breaking properties.
I've come across some witches who employ the idea of the mirror box to defeat the person. Simply line a box with pieces of mirror and place a replica (poppet or plasticine figure) of the individual inside the box and focus on the intent of the person being reflected back at them. This isn't something I do myself but I will tell you that if I was working that particular spell I would give the box a good shake as well. (A lot of my spells are triggered by shaking to activate). Keeping with the reflective theme you could start wearing an amulet, either something with a reflective surface that you have dedicated to the purpose of bouncing back energy or you could employ your own symbolism of the eye and wear a necklace with an eye shaped pendant. The evil eye is not just traditionally used for cursing, it has a long history of protection too.
You could make up a vial of a protective oil - again agrimony your ingredient of choice - but there are many oils associated with both purification and protection (peppermint, devil's bit, pine, frankincense...) Make up something you feel comfortable wearing and dab behind your ears as an ongoing protection.
A personal form of protection I use is to employ my own blood to draw protective symbols on my body. Runes can be very effective for this. The symbols do not need to be publicly viewable and I would suggest they are as private as possible, discretion will not lessen their impact.
Finally I would suggest the use of blessed water (easy enough to make, I'm not talking about holy water obtained from Christian churches) - again this can be worn on the person or anointed in symbolic form on the body.
You could also of course try the good old time honoured tradition of asking why the person has put the evil eye on you and asking them to remove it. We often turn to magic as the first form of defense when actually a civilise conversation may prove equally if not more effective.
