I do think that the answer to your question depends very much on how the word "witch" is defined. If you believe a witch is born and not made then it makes sense to talk about looking for ways to discover if you are a witch. However others tend to use the word "witch" as a descriptor of what a person does rather than what a person does. In this case a witch is somebody defined by the practise of witchcraft and it follows that unless you are intentionally and consciously practising witchcraft you cannot be a witch.
My own view is that there are people with a natural predisposition toward witchcraft but that this does not make them a witch until they start practising. I see it as similar to someone who may have a natural ability for playing the piano. They will be very gifted when they start but until they do start playing the piano they cannot consider themselves to be a pianist...
